TIGNL B.V. provides expertise in the application of the latest technologies and helps convert value propositions into tangible products and services. The company specializes in translating client needs into information for management and specialists, and turning an idea into a profitable product. The approach and moderator concept are detailed in a registered method called TIM®.
International Consortia for Technological Innovation
TIGNL is experienced in forming, developing, moderating, and connecting consortia that transform value propositions into sustainable products and services. He is also experienced in organizing and giving presentations at international expert sessions and conferences to transfer and gather insights, knowledge, and needs.
Multistakeholder Projects with Governments and Municipalities
TIGNL has developed societal co-creation projects for the central government and municipalities. He has experience managing complex innovations, co-creation projects, and Public-Private Partnership (Triple Helix) consortia. He has also been involved in the development of models for citizen participation and safety.
The Year 2000 Problem (Y2K) – commissioned by Timmer, CEO Philips
This project involved strategic preparation for the new millennium, with a focus on technological risk analysis and system integration. The underlying problem was that in the 1960s and 70s, when computer storage was expensive and limited, years were often stored with only two digits (e.g., ’99’ instead of ‘1999’). There was a fear that at the turn of the millennium, computer systems would interpret the digits ’00’ as 1900 instead of 2000, which could lead to severe disruptions and system failures in vital infrastructure, such as medical equipment, banks, and transportation.
Labor Administration – ICT Infrastructure
In this project, TIGNL served as interim manager for a complex ICT project, focused on setting up the ICT systems after the company’s division into five separate operating companies. His role included successfully managing a team of 200 external consultants to ensure a smooth transition and implementation.
MultiPav – International Innovation Award Proactive Safety Management
This is an innovative safety system for risk prevention, honored with an international award. The project utilized models, social media, and new technology for citizen participation and safety.
CSI The Hague – NFI Crime Scene Investigation
This involved the development of advanced technological solutions for forensic investigation in collaboration with the Netherlands Forensic Institute (NFI). The project focused on the processing and analysis of complex data, including image recognition and evidence collection through advanced digital methods. As an innovation manager, TIGNL successfully guided and completed this project from 2009 to 2014.
BART! – Citizen 24/7 Alert Realtime
This is a real-time alert system for citizens and local governments, aimed at rapid response and public safety. TIGNL led this co-creation Public-Private Partnership (PPP) project as a moderator and program manager from 2012 to February 2019, where the police and the municipality of The Hague collaborated with citizens and partners such as TNO, TU Delft, and CGI to develop a sustainable digital participation system based on IoT.
JAIN Foundation
Jain Foundation focuses on human-centered e-health and care innovations for people with dementia. Hans Arnold has dedicated his expertise to this cause since February 2019 and serves as a board member of the foundation.

This project involves AI-driven care solutions for vulnerable elderly, integrating IoT, predictive analytics, and advanced databases.
Safe Care Home
This project involves the development of a technology-supported, safe living environment for seniors and vulnerable groups. This environment offers them greater independence while enabling continuous and proactive care monitoring. Safe Care Home will become a self-sufficient limited company (BV) in the near future.
